Using a V90 dial-up connection and Mozilla build ID 2001121019 I cannot confirm this effect. Here I first see some ?? and then shortly later a transfer rate, that seems to be in the right range like it stays later on.
But compared to ID 20011130xx downloads now can only be started by pressing Shift while clicking on the file name. With ftp downloads I get an alert box saying: "Connection closed. Transfer aborted" and with HTTP the Mozilla status line shows only for a very short moment: "Connecting to ..., Sending request...." and that's all. No download is initiated any more.
