Personal Toolbar empty

I only have an empty "Personal Toolbar". I checked in the
bookmarks.html, that the property
        PERSONAL_TOOLBAR_FOLDER="true"
is actually set on the respective folder. I can select the menu 
View->"Set as Personal Toolbar Folder" as often as I want, it is not 
greyed out, but never functions. 
I *do* see this functioning on Linux, however.
