I just copied the files manually.  The driver seemed to work OK with 
my 3 button Logitech, so I thought I'd try my IBM Scrollmouse.  That 
was a mistake.  The pointer became agonizingly slow and I could no 
longer open the mouse settings page, and the MOLTIPT.EXE won't run 
either.  And on reboot to change the mouse back to the 3 button, I now
get an error message one WPS initialization:

"   Workplace Shell
SYS1417: The Resources for this application are not available."

This new mouse driver is haunted.  I don't know what is causing that 
as I see no changes to config.sys, autoexec.bat or the Startup folder.
 I'll try backing out the driver to see if that fixes things.
