Responding to myself.  The error was because of a missing DLL from the
new driver.  It was already in c:\os2\dll but had been renamed to 
wpconfig.001 when I had rerun the installer.  I no longer get the 
error on boot, but this driver definitely doesn't like my IBM Scroll 
mouse, at least not through the KVM I am using.  The system slows down
and the mouse pointer is also very slow and the trackpoint doesn't 
work at all.  However when I put back the Logitech 3 button mouse it 
works fine.
