MOZ_NO_REMOTE is a hack put in on windows that we put in on Os/2.

Essentially it keeps Mozilla form creating the parent message window, so 
two Mozilla's can no longer detect that each other is running.

It was done so developers can run a release and debug mozilla at the 
same time.
