Startup Page is Not Blank

I've selected a blank page as my startup page. But in both OS2WEB Browser and Mozilla 2.1a, using the same profile, I get some other web page, the default home page for those browsers. How do I fix this. Please note that the Preferences setting is Blank page. This problem started when I installed OS2WEB Browser.
