   This is what I've always done anyway.  I didn't even know that Tab
worked like this, to be honest.  I've always just used arrow keys and
PgUp/PgDwn.

   Personally, I don't get anything out of the ability to use Tab. 
Unless the historical URL that I want to get to is at the top of the
list anyway, and it almost never is, I always reach for the mouse and
the scrollbar if I don't just type it in myself anyway.

   In terms of universality (what keyboard functions normally do) I
was surprised to find that Tab DIDN'T move to the next element on the
screen as it does with everything else.  I can see where this bug is
coming from.  If I had to weigh in on one side or the other (and I
don't really care) I'd be MARGINALLY on the side of the bug rather
than on keeping the existing Tab functionality.
