As a user of the bash shell in Linux then I definitely agree that tab 
seems logical, although doing things just because IE does it is bad I do 
think the fact that IE does it in version 6 argues a strong case for 
keeping this behaviour in Windows too. Using tab is a lot easier to hit 
than the arrow keys, it also tends to be in the same place on most 
keyboards, the arrow keys pn laptops aren't in the same place as 
standard pc keyboards.
