Quite frankly, I doubt if it does anything. In one bug discussion it was
found that Mozilla speeds up if this file is deleted. I tried that and
didn't get a lot of speed increase, but the file didn't bother to come
back either. I is there now, but I don't know when that happened.
I didn't see any nasty side effects. So, is it being used at all? The
name suggests it is fixing lots of things...
