I vote for this feature.

The only way I know is the following (untested):

- Configured with caps, http://10.0.0.10 has the right to set
preferences
- When clicking to the file:/// -link, the pref
"security.checkloaduri" will be  set to false
- the file will be downloaded
- the above pref will be set to true
