Actually it's not - 1.4.2 was released a few weeks ago, and binaries are available. Mozilla.org didn't make a big announcement because it's not a build that they're aiming at end-users.
And Mozilla.org forgot to add it to http://www.mozilla.org/releases/ which is the list I consulted before saying it didn't exist.
Could be added to http://www.mozilla.org/releases/cvstags.html too.
