XPIDL Newbie

Does anyone know where I can get an XPIDL - an executable.  I can only find
instructions for building it.  Is there any instructions about how to use
this to create XPCOM interface information. I wish to upgrade plugins
running under netscape 4 to run under Netscape 6 using XPConnect.  Any
information about this process would be helpful.
