Different results between debug and nondebug

The attached html file runs without a problem in the debug build but generates the following error in the nondebug build. The nondebug build is from the 0.9 Installer.exe  The debug build is from the 0.9 source.

Any reason why Components.interfaces.nsIProxyObjectManager would be null in the Installer.exe release?
