Wasn't the idea of having this not in nsILocalFileWin to allow for other desktops (kde, gnome) to provide similar functionality?
Indeed; but for their native url file format. Which will probably not be the one of .url files.
(Btw, I second the NOT_AVAILABLE error code, NOT_IMPLEMENTED usually means that your dealing with XUL ;-))
