If you are interested in just the database layer, then building the xpdbc project should be enough. But let me warn you, when I checked it in, it was using Mozilla 1.0. The string classes have changed a lot after that and even the libraries that need to be linked to.
And coming to licensing, I have not made changes in the xpdbc module (none that I can think of atleast right now). And the code is released under GPL. I would suggest that you check up with Jon Smirl (jonsmirl at yahoo dot com) regarding the terms of use.
