Yes - your build should work with all mozilla versions above 1.4.
This includes Netscape 7.1 which is based on mozilla 1.4 and firefox 1.0 which
is based on mozilla 1.7.3.

If I link with Mozilla 1.4 libraries, will my plugin work on Firefox and 
Netscape? And on which versions of Firefox and Netscape?
