Yes, provided you only link to the frozen functions exported from the XPCOM library. To determine if a function is frozen, check for the text "@status FROZEN" in the comments for the function. Be very careful not to use unfrozen functions, or else your plugin/component might crash future versions of Mozilla/Firefox/etc.
