Yes, it must be indicating that it's "busy." It does this sometime 
during the installation after I run N6Setup.exe. However, since it only 
happens once, in the middle of a bunch of regular progress bars, and it 
looks almost identical to those progress bars except that it goes 
backwards, so looks like it's a broken progress bar.
