Could someone explain a couple of paradoxes to me?

Why the file sharing program called "Napster" is considered illegal, 
but a file sharing system called "Internet" is not judged to shut down 
because of exactly same kind of activity that people have done with 
Napster?

Why Microsoft is not judged to quit spreading Visual Basic by next 
Friday? After all, that programming language was used to make the 
famous ILOVEYOU worm this spring. Why Microsoft can continue to 
spread their programming language capable of doing illegal things, 
while the company named Napster is told to shut its doors because 
their program called Napster was used to spread illegal copies of 
music?

Why Fiskars scissors aren't illegal? You can kill a person with those 
things. People have been killed with Fiskars scissors.
