lame3.05pre3 is out.  It includes some patches to compile the frame
analyzer under the WIN32.  You need to get the GTK/GLIB win32
developer libraries.  Albert had included these and a win32/lame/mp3x
binary, but they make the file over 1Mb so I left them out.  (and in
the US we cant distribute binaries which use dist10 code).

If someone does build it and puts the win32 binary on a web
page, let us know.

New bit reservoir scheme turned on:  I said this was turned on in
pre2, but it wasn't.  It is adapted for the new window switching
schemes which can switch to short blocks even when the pe is low.

what used to be the "highquality" option is now always on.  This
allows independent computation of scalefactors for mid/side channels
when using jstereo.  It produces frames with less distortion
as measured by calc_noise.  But it is a little slower. 
"-m f" should sound just as good and be as fast as the old code.

I also fixed the bug I had introduced a while ago which limited
quantizerStepSize to be > -200 instead of -210.
