[MP3 ENCODER] lame 3.11pre2

lame 3.11pre2 will soon be on the web page.  the output is identical
to lame3.10, but it includes some some patches from Gabriel and Jan
Peman.  In particular, Jan removed all the -Wall warning messages.
This effects a lot of code, so it would be great if all new patches
were against 3.11pre2.
