My opinion was that it should be turned off, at least as much as
possible.
Right now, LAME tries to use all the bits available for every frame,
and thus keep the reservoir as small as possible. But if you tell it
to use 4000 bits, it may only be able to use 3984, leaving 16 bits
that have to be added to the reservoir (and LAME will try to use them
for the next frame.) The alternative is to just set them to zero.
