So it will be wasting 112 kbps even for absolute silence ?

Off course are people interested in getting as much
compression as possible!
Can you give a reason for _having_ a minimum ?
AFAIK it doesn't give any extra quality, since in that 
cases the bitrate is raised automatically anyway.

Maybe I'm missing something here ...
