[MP3 ENCODER] VBR header

The next release of the Xaudio developper's kit will accept vbr headers with
the "Lame" string instead of "Xing".

I also wrote to Justin Frankel (Winamp) and Tony Million (Sonique) about
this string, but I didn't yet got any answer.
