[MP3 ENCODER] mpg123-0.59r

mpg123r is out. 
I don't know what's new in it, as all the homepages on the server the mpg123
home page "do not exist" (according to the httpd).
The only reason I know it's out is that gqmpeg say it supports "the new
mpg123-0.59r".

If someone has grokked it already, mail me a CHANGELOG please :)
