[MP3 ENCODER] lame web page

The new LAME web site location seems to be working now.  
I've updated it a little, and have added most of the .wav samples
I use for testing including all the ones that people have discussed here.

If I've forgotten any, or you dont agree with my description of the
encoding problems, let me know.  I've also included who found the .wav
file and their email.
