A little change to avoid some rare useless short blocks.
In the case where there is a big surge of energy between the short blocks,
if mx is the first short one, short window is useless, because in this case,
long block won't produce pre-echo, but post echo over the length of 2/3 of a
granule, wich won't be heard because it's a big decrease of intensity.
