I suppose the question is: is it worth the effort, or would effort be better
spent elsewhere?
If it is just a case of *setting* the flag in the encoder and letting someone
else do the de-emphasis, then leave it in. It's not that much code.
If it requires lame to take into account re-jigged frequency computations (as
you mention in another post) then the concensus seems to be "99.99% of stuff
doesn't use it" -> don't use it.
Since it doesn't seem to be used much, as long as the cost/benefit ratio is
about 0.0 then we should keep it :)
