don't know if people have mentioned this paper before
Huang & Chiueh, "A new forward masking model and its application to perceptual
audio coding" ACASSP, 1999, p905
Using forward masking as an added criteria of the psy model, they claim to
reduce bit requirements by 12-23% for the same quality output for layerIII.
I did a quick OCR of this and put it up on my web page. Grab it quick if you

For those following LayerII stuff, I found a good new paper also from ACASSP 99
Hyen et al, "New implementation techniques of a real-time mpeg-2 audio encoding
system". ICASSP, 1999, p2287
They used statistical methods to gather data on the bit_allocation and derived
a faster routine.
