I wasn't able to find it either. But if you use the GTK DLLs from the full
Windows GIMP distribution, instead of the ones mentioned in README.WINGTK,
it runs okay. Unfortunately, this renders much of the text in the frame
analyser unreadable, and the interface is generally sluggish. I guess that's
a fault not of LAME, but of the Windows version of GTK.
