The encoder isn't fully specified by the standard. Only the decoder is.  (There
are decoder test input files which have to produced a specified output for the
decoder to be considered fully compliant iirc)
Anything which makes a bitstream capable of being decoded is an encoder.  They
just vary in how good they are :)
