[MP3 ENCODER] subblock gain

In l3bitstream.c, subblock_gain[0-2] is allocated 3 bits per one window.
So the limit is 0 to 7, I think.
But in loop.c, subblock_gain is limited between 0 to 2.

I don't know MPEG 1 Layer 3 standard, so I don't know which is correct.

AFAIK, mpg123 can play MP3 file with subbloc_gain = 7 normaly.
