Because lower frequencies are usually much more significant. Can you hear
the difference? That's all that matters...

The only time I've noticed FhG fail at 256kbps is with castanets.wav, where
there is still some faint pre-echo. This may be a limitation of the format,
rather than the encoder; MP2 has better time resolution and seems to perform
better. (Tested using the QDesign codec).

With LAME @ 256kbps the pre-echo is noticably worse, but still faint.
