Could be, and this would be a nice feature to have, but layer II VBR is
not ISO-standard compliant I think; you do have a free bitrate mode; but
all frames must be N or N+1 slots within this free fixed bitrate;
maybe this could be incorporated into a NBC-toolame mode in the future ??
(although I don't like the idea of building something that is not standard
compliant)
It should be fairly easy to code this, but the hard part is finding a good
decision algorithm, ie when to stop the layer II bit-allocation loop;
although this could be simple too; when all MNR's hit a certain threshold
just quit bitalloc; I will add this to my toolame (experiment) list
which is slowly progressing again BTW; I hope to report some things next
week.
