Maybe I'm on completely the wrong track here, but could they be recomputing
masking thresholds after each quantization?
Reasoning being that each quantization, by adding noise, also alters the
masking thresholds. For example, if quantization attenuates a particular
band, the thresholds in other bands might be significantly reduced.
Or is this recalculation normally done anyway? AFAIK in LAME, only a few
outer loops are performed, with most of the work being done comparing
different quantizations in the inner loop (with the same psy data each
time).
