No ! It is compiler difference not even runtime libraray (I tray win ver made with 
DJGPP+RSXNTDJ and using CRTDLL.DLL as runtime) without libsndfile.

I have diffrent results:

W32 ver. from: http://www.chat.ru/~dkutsanov/lame3.61.zip
pentium pro (???): 0.4536

Test made on PIII 4.5*133 MHz
