My experiences:
at <=64 k, wma (resp. asf, I always use Windows Media Tools to make MSaudio) is
clearly better than mp3. In my opinion, it is also better than RealAudio at any of the
low bit rates.
64 k is OK for movies etc. but lacks transparency for complex sounds.
I actually did observe an improvement at higher bitrates, although at 128k, mp3 is
already better. At 160 k or above however, wma quality is good enough for me to
record live vodeo clips with MediaTools. It uses <10% of my CPU power for encoding so
I can also record a usable video.
BTW I did not hear any disturbing hiss with wma or asf ever.
What I saw when feeding it a 20Hz-20kHz sweep was that frequencies below 40 Hz were
converted into some 40 Hz artifacts. This was with MSaudio version 1 and I did not yet
do the same test with version 2. Such behavior is no good for purists but practically
irrelevant for most applications.
What's annoying to me is that the MSaudio codec is not open to 3rd party software
although it basically is a DirectMedia codec, and that there's also no good mp3
DirectMedia codec except for the discontinued FhG pro codec version 1 which is mostly
OK but may produce extreme crap with some sources and connot be licensed any more so
people have to use hacks of it.

WMA sounds very good on casual inspection, far better than mp3 at about
64kbit, probably about the same as AAC/Mpeg4 at that bitrate.
But it doesnt get any better as the bitrate goes up - and there's an annoying
hiss that reminds me of listening to old cassete tape.
