I put a web page together on the winamp decoder bug, since I've
now recieved 4 independent LAME bug reports related to these
pure sine wave and "sweep" test cases.

This shows plots of the winamp and mpg123 decoded wav files,
showing two errors in winamp when decoding a pure 100Hz sine
wave: periodic dropout (it looks like 1 granule, about every 1 second
is replaced by zeros) and some glitches at the very beginning of the
decoded file.
I also added links to Naoki's page and Matt's results.
