[MP3 ENCODER] is fix-point mp3 encoder feasible?

hi,all,
      is it possible for some cpu withou floating-point support (such as
StrongArm 1110(250 Mips) ) to do real time mp3
encoding?how many mips is needed?
      any advice is welcome.
