now done! And this has been added to the frame analyzer too, so you
can see the energy and ATH masking in this band. The ATH in this band
is so large there is probably no reason to try and compute maskings.
calc_noise1 was also modified. In VBR mode, it will compute
the noise in the 22nd scalefactor. But this isn't done
in CBR, since the current CBR algorithm has no way
of using this information.
