[MP3 ENCODER] CSV source code

Hi everyone,
I downloaded the latest CVS source code via the link on Mark's website and
wanted to compile it. As I don't know anything about CVS (what is it??), I'd
like to know what additional tools I need to compile it. When I just start
"make" it says:

co Makefile,v Makefile
make.exe *** Makefile Error-1

Could someone help me with this stuff? I hope my questions aren't too
annoying,
