I doubt you want to hear this, but this should be a pretty easy program to write yourself. The hardest part would probably be finding a copy of the RIFF WAV spec (a Microsoft/IBM standard which is, of course, available at neither of their web sites), and then finding the details of specifying an MP3 encoded chunk, which is a relatively recent addition to the spec. After that, it's pretty much just a matter of generating a few 'chunks' of header info and patching them onto the MP3 data.
