This is good idea, although I would make it the internal encoder
settings since the DLL's dont use the command line arguments.

Some of this information you can get from the frame analyzer (which
thanks to Nathan Blomquist, you can now download binaries for windows,
see www.sulaco.org/mp3/links.html).

Whenever I get an mp3 from somewhere, I always use the frame analyzer
to check a few things:

1. does it use short blocks?   (if not, it is probably Xing)

2. does it use the bitreservoir?  (if not, it is probably
BladeEnc)
