after a lot of testing, I came to something like this in
vbrquantize.c

dbQ[10]={-6.06,-4.4,-2.9,-1.57, -0.4, 0.61, 1.45, 2.13, 2.65, 3.0};

_combined_ with "-q1" this should (for average files)

get -V9,-V4,-V1 back to the size it was with vbr_rh, all the other
values interpolated inbetween.

Anyone has objections, reasons not to do this? (and also default to -q1)

I thought I'd put it forward because the current "0.75" for V9 (and
everything >V4 )is _by far_ too large, so I thought a re-scaling could
help settle the vbr bitrates as they were established in <=3.85?
