That inconsistency is a typo - I will fix it. -f used to disable all
psycho acoustics. But now, with '-f' LAME will still compute the
psycho acoustic information (to determine if short blocks should be
used, and if extra bits from the reservoir should be used), but will
disable the noise shaping. (all scalefactors = 0)
At 128kbs, -f makes a slight, but easily detactable reduction in quality.
As the bitrate increases, this reduction in quality should go
to 0.
