The "4" I don't understand at all.
MPEG-1 Layer III supports frame sizes from 32 to 320 kbps, MPEG-2/2.5 Layer
III from 8 to 160 kbps, so the average (arithmetic, geometric, harmonic,
what you want) must be within 32 and 320 for MPEG-1 and within 8 and 160 for
MPEG-2 giving a total possible range between 8 and 320 kbps.
May be MPEG 4+ changes this, but currently bit rates below 8 kbps are a
"Mission Impossible".
