Are you talking about bitstream complience, or quality?

For bitstream complience, there is no formal MPEG methodology.  I have
a bunch of .wav's (about 4GB) which I periodically encode (with
various options) and decode (using 'lame --decode' ) and look for
problems.  Also, people occasionally send mp3 files that give decoders
problems.  Usually this is a bug in LAME which is tracked down and
fixed - but it rare cases it is a bug in the decoder.
