[MP3 ENCODER] RH_AMP Option

Hi, there.

Could someone explain to me what this new option called 'RH_AMP' of LAME CVS
version means?  Makefile for gcc tells me just 'special noise calculation.'
However, I have no idea about what exactly this means.  Oh, well...
