[MP3 ENCODER] LAME generates wrong XING Tag?

Hi,

when encoding MPEG2 layer 3 files (e.g. when using --resample 24), it
seems to me that LAME (at least the latest 3.90alpha7) generates a
wrong XING tag. Both EncSpot as well as MP3Ext report approximately
half the bitrate that LAME and WinAmp report, and the latter are
correct AFAIKT.

Could anyone confirm this please?
