Lame uses a VBR header for CBR encodings? Seems kind of pointless to me. It
would be much more beneficial to use the ancillary data section to add
scalefactors for sfb21. In any event, I presume the discrepancies Holger is
speaking of are caused by the programs in question rather than the actual
generated header?
